It could be some kind of tree or a fish! The fibrous texture on the surface suggests a branch or tree! The notch would then be a branch of the tree! The oval shape argues against it being a tree!

It could be a Crania Tuberculata (brachiopod, Cenozoic) if one compares it with the source Rudolph / Bilz / Pittermann - Fossilien an deutschen Küsten, ISBN 978-3-494-01590-3, page 215!
